Education Transformation

Education as the Foundation of National Renewal

Education as the Foundation of National Renewal

Pakistan cannot be rebuilt through cash support alone. It requires Education Support, Skills Support and AI Support.

Public expenditure on education will be raised progressively towards 4–5 percent of GDP, with funding linked to attendance, learning outcomes, teacher availability, infrastructure and transparent district-level delivery.

Education will be treated as a constitutional right and a national-security priority.

Key Policy Pillars

  • Universal and Compulsory Education: Provide free and compulsory education through matriculation and guarantee free education for every girl at least through Grade 10.
  • Out-of-School Children: Launch a district-by-district national programme to identify, enrol and retain every out-of-school child.
  • Public School Revival: Rehabilitate government schools, improve basic facilities, fill teacher vacancies and protect public educational assets.
  • Taleem Card: Expand the cashless educational-support model to help low-income families meet students' essential schooling expenses.
  • Language and National Identity: Make Urdu the principal medium of primary education while teaching English and other languages systematically.
  • Curriculum Reform: Integrate Qur'anic ethics, Seerah, science, mathematics, constitutional citizenship, digital literacy, financial literacy and practical skills.
  • Teacher Development: Establish continuous teacher training, certification, merit-based recruitment and transparent performance monitoring.
  • Higher Education and Research: Connect universities with industry, agriculture, healthcare, technology, engineering and national policy needs.
  • Technology and AI Education: Expand computer laboratories, digital literacy, data science, AI and cybersecurity education.
  • Student Representation: Restore student unions through regulated, peaceful and democratic elections while protecting campuses from violence, weapons and drugs.
  • Educational Accountability: Publish school budgets, teacher attendance, infrastructure information and learning outcomes through public dashboards.
