Local Organisation and Individual Members

Article 81

  1. A Local Unit shall be established where there are more than one members of the Jama’at.
  2. Obedience of the Local set-up shall be binding on the members living within the boundaries of the Local Unit.
  3. Each Local Unit shall be subordinate to the district, divisional and provincial set-up and shall keep contact with the Centre through them.
  4. Where there is only one member in the Local Unit, he shall keep contact with the District President and shall work under his guidance and supervision.

Appointment and Dismissal of the Subordinate Presidents (Article 82)

  1. Members of each Local Unit shall propose the most competent among them for Presidency and get the approval of the Central President through their higher set-ups’ Presidents. This appointment shall be for one year.
  2. Before taking charge of office, the Local President shall take oath in a meeting of the Local Unit, as given in Appendix I of this Constitution.

Article 83

If obtaining higher set-ups’ approval is not possible at some time for some reason, the proposed person shall take oath of office anticipating the approval and shall assume the charge.

Article 84

  1. The position of the Local President in the Unit shall be that of the representative of the Central President, and he shall be answerable to higher set-ups’ Presidents.
  2. The Central President shall Appoint or dismiss the Local President, and in doing so shall give as much consideration as possible to the opinion of members from the Unit besides that of the District, Divisional and Provincial set-ups.

Duties and Powers (Article 85)

The duties and powers of the Local President within the Unit shall be fundamentally the same as those of the Divisional President in the Divisional set-up. (Articles 56, 57).

Local Council (Article 86)

If a Local President deems it necessary, he may establish the Local Council in consultation with [the members of] the Unit.

Article 87

The Protocol for the Local Council shall be fundamentally the same as has been prescribed for the District Council under Articles 72 to 78.
